OpenCRVS
What is this?
OpenCRVS is a highly configurable, interoperable, and scalable solution, making it ideal for use in low-resource environments. It uses proven, standards-based technologies to deliver effective, long-term digital civil registration services.
Responds to common problems seen in civil registration systems around the world. Enables managers at different levels to monitor key performance indicators and address variances in performance. Only authenticated users with the necessary permissions can access vital event records, and users do not have access to the PII unless they "download" the record. Once an authorized user has accessed the entire record, the system logs it as an action, which is fully audited. A history of all user actions is stored, which can be consulted by authorized users. To improve data quality, it uses an advanced matching algorithm (based on Elasticsearch) to identify duplicate entries in the system. The system then automatically prompts the registrant to review potential duplicates prior to registration.
Why was it developed?
OpenCRVS has been specially designed to meet the needs and capabilities of low-resource environments.
It works offline and with low connectivity, always informing users of what is happening. It allows users to download requests one by one to avoid overloading the system and keeps them informed of the progress of the action they have chosen. Status updates are communicated to requesters via SMS, setting clear expectations for service delivery. To protect data and privacy, every time the user accesses the app they must enter a PIN. Once a week, an additional 2-factor authentication is required, which includes sending a code via SMS to the registered agent.
Why are we sharing it?
Because it helps to achieve universal civil registration and evidence-based decision-making in all national contexts.
OpenCRVS supports multiple languages, which the user can select at login and each time they use the application.
